Bill Hughes serves as Managing Director of MorganFranklin's Federal Advisory Services practice, where in addition to leading this practice, he has been instrumental in helping to create, lead, and shape the strategic direction of the company's public sector activities. In addition to leading a number of key projects, Bill is responsible for business development and contributing to the creation of new service offerings.
Bill possesses more than 17 years of financial management experience and has successfully led large project teams addressing high-profile, complex, large multinational federal and commercial projects. He is also deeply experienced with A-123/SOX, COSO, GAO internal control framework (Green Book), GAO FAM/FISCAM, FFMIA, FMFIA, and GAGAS, as well as other OMB, GAO, FASAB, and AICPA regulations. His service specialties include: CFO Act audit and audit readiness, enterprise risk management, budget and performance integration, security and data management, CFO compliance/federal financial management, and OMB A-123.
Prior to joining MorganFranklin, Bill served for more than 10 years with PricewaterhouseCoopers LLP, focusing on U.S. federal agency and public and private commercial clients in the technology, software, government contractor, and information communication industries. He was also a director in PwC's Washington federal practice, where he led various CFO Act audit, audit readiness, and A-123 projects. Additionally, he served as the lead program director for PwC's DoD Office of Inspector General (OIG) audit readiness program, and was responsible for helping to shape the firm's federal CFO Act audit readiness and A-123 methodologies. Bill most recently served as PwC's lead program director for the U.S. Department of Agriculture's (USDA) OMB A-123 Sarbanes-Oxley engagement.

Active in his community, Bill is a member of the Federal Accounting Standards Advisory Board's (FASAB) Accounting and Audit Policy Committee (AAPC) and General Property, Plant, and Equipment Task Force and the American Society of Military Comptrollers (ASMC). He is also past president of the Association of Government Accountants (AGA) Northern Virginia Chapter. Additionally, Bill sits on the executive committees for the Leukemia & Lymphoma Society's metro Washington, D.C., Light the Night and Leukemia Ball events.
Bill earned a Bachelor of Science degree in accounting from Canisius College in Buffalo, N.Y. He is licensed as a Certified Public Accountant in New York, Virginia, and Washington, D.C., and is also a Certified Government Financial Manager (CGFM) and Certified Internal Controls Auditor (CICA).
