Jim Hiles serves as Managing Director of Public Services Business Development. He is responsible for developing business and proposals, managing subcontracts and suppliers, and administering government and commercial contracts.
Jim is a veteran contracting expert who brings expertise with proposals, contract management, negotiations, and the structuring of major systems acquisition agreements and incentives. He also possesses extensive knowledge of the public sector, with primary focus in government acquisition, purchasing, and compliance. Additionally, Jim is accomplished in the areas of business development, capture, source selection, and public speaking.
An active voice in government procurement forums, Jim has published articles on source selection, multiple-award contracting, and other acquisition topics. He also actively promotes industry-government collaboration through involvement with industry trade associations, and has conducted training classes for industry and government groups on topics ranging from federal procurement 101 to controlling cost overruns.

Prior to joining MorganFranklin, Jim completed a 23-year career with the U.S. Navy, where he focused on the contracts function as a value-added business enabler. From 2004 to 2005, Jim served as chief of contracts for the Naval Surface Warfare Center in Dahlgren, Va. He also served as lead contracting officer on the Navy-wide rollout of Seaport, an innovative services acquisition vehicle. Jim worked from 2001 to 2004 as a contracting officer and manager for the Naval Air Systems Command in Patuxent River, Md.
Jim’s 23 years of active naval service included tours of duty onboard nuclear submarines and with nuclear prototype units working as a chemist, mechanical operator, and pilot. He also served as a Supply Corps officer, ashore and afloat, overseeing logistics, acquisition, finance, and retail operations.
Actively involved in his community, Jim is a member of the Association of Proposal Management Professionals (APMP), National Contract Management Association (NCMA), Electronic Industries Alliance (EIA), Coalition for Government Procurement (CGP), Armed Forces Communications and Electronics Association (AFCEA), Information Technology Association of America (ITAA), and Charles County Technology Council (CCTC).
Jim holds a Bachelor of Science degree in business from The New School and a Master of Science in acquisition and finance from the Naval Postgraduate School. He is a certified Acquisition Professional and possesses DAWIA Level III Contracting certification.
