Rick Godfrey serves as Managing Director of MorganFranklin's public sector Intelligence Services practice and is charged with expanding the company's presence in the Middle East and within the intelligence community. His responsibilities include management oversight of intelligence-gathering personnel, monitoring quality and conformance to federal contract requirements and business development.

Rick also supports client program delivery and executive management, including attendance of CONUS and OCONUS meetings with federal clients. Rick is responsible for leading MorganFranklin delegations to OCONUS locations for business development discussions with U.S. and foreign government intelligence agencies.

Rick’s areas of expertise include covert programs, establishing OCONUS intelligence-gathering operations, and managing concurrent, highly sensitive collection, analysis, dissemination, and covert activities throughout the intelligence community. His service specialties include linguistics, intelligence analysis, support of special operations, CONUS/OCONUS administrative operations support, business development implementation and training, and support of the DoD and intelligence community in hostile fire zones.

Prior to joining MorganFranklin, Rick served as vice president of the federal division at SM Consulting Inc. In this role, he led direct business development and program management oversight for more than $400 million in federal government contracts supporting global intelligence-gathering programs for the CIA, DIA, FBI, NVTC, NGA, NCIS, TSA, CIFA, NSA, DNI, and other DoD and intelligence community clients. Rick was also responsible for managing more than two-thirds of SMC’s workforce, which included over 300 cleared program management, business development, and federal contract personnel. Rick also worked at the CIA, serving as division director of multiple highly classified HUMINT, IMINT, SIGINT, COMINT, ELINT, MASINT, all source, and open source intelligence information technology and operational programs.

After earning an Associate of Arts degree in electrical engineering from ITT Technical Institute in Grand Rapids, Mich., Rick completed a Bachelor of Science degree in information technology at the University of Maryland, Heidelberg, Germany. He also holds a Master of Science degree in information technology management from the University of Maryland and is a member of the Association of Former Intelligence Officers.
